Subject: Stop Indian interference in the affair of Nepal and return the encroached land to Nepal
Your Excellency,
On behalf of the Nepalese people’s progressive forum Belgium we would like to draw the attention of Honourable Prime Minister of India that your government should pay serious concern to have relation with Nepal on the basis of equality and in the sense of independent country. You are aware that since the British Colony in India, Nepal has been severely affected by your state in her internal affair and in her territory. We believe that the semi feudal and semi colonial system in Nepal was able to rule Nepalese People for hundreds of years with cruel exploitation creating class,ethnic,territory,sexual,cultural,social and other discrimination by backing mainly of Indian State.
Since history, exploited Nepalese People raised historical movements against the semi feudal and and semi colonial system. Ten years people’s war and United April movement 2006 had a significant role to overthrow the leadership of the old system, the monarchy system of Nepal. With the historical momentum, Nepalese People voted in the election of Constituent Assembly and United Nepal Communist Party Maoist became the largest Party by the election.The first meeting of the Constituent Assembly formally declared Nepal a Federal Democratic Republic Country. With these historical events in the politics of Nepal, Nepalese Peoples have aspected that they were independent and sovereign.
But the series of happenings in Nepal show that the pity bourgeois and comprador capitalists on the backing of imperialist mainly of Indian State have been hurdling to solve the long term class, ethnic, regional, sexual, cultural, national and other contradictions in Nepal.
It is obvious that Nepalese People,in this new political situation of Nepal, want to sweep away the old unequal treaties made in the past between Nepal and India unnaturally and to make new agreements on the basis of equallity according to the height of conscious Nepalese People this 21st centuriy.The first prime minister of FDRN Puspa Kamal Dahal,President of UNCPM proposed to make the agreement on the basis of equality in the new situation during his visit to India.Dispite working with the proposition,your government seriously involved to topple him from the power and to establish millitary supremacy in Nepal.We deeply regret such intereference in the internal affair of Nepal by your state.
We would like to remind you that the peace process in Nepal is going on eventhough with many twist and turns.The two armies in Nepal will be restructured according to the -------Peace Agreement under the monitoring of United Nation.The Army Chief of your Country Deepak Kapur’s expression against the peace agreement concerning to the unification of two army in Nepal is blatant interference in the internal affairs of Nepal.We strongly urge you to take action for such activities.

The aggression of East India Company already encroached one third of the great Nepal while making the Sugauli Treaty between India and Nepal.After the treaty the area of Nepal is 147181 square kilometer.Politically,we believe that when India becomes Independent from the British Colony in 1947,the encroached terretory of Nepal should be returned for the friendly relation with the neighbouring countries.Instead of that the Indian side has been encroaching the territory of Nepal since then.More than 60 thousand hector land of Nepal has been annexed in 54 places in 21 districts of Nepal which are boardering to India.Among the 3558 boardes pillars only 2358 pillars are in originally condition.There are also reports of thousands of Nepalese People being displaced due to encroachment of land.Beating,rape,looting,capture of land etc by Indian side is common in those area.
We therefore strongly demand for a scientific border demarcation based on the historic documents and facts. We request India to acknowledge the importance of peaceful coexistence. The land encroachment and border related disputes must be settled through bilateral talks in diplomatic levels.Since the boundary dispute between Nepal and India is connected to the history of Nepal, this should be resolved symptomatically by wider bilateral relations. Both the countries must initiate a dialog, set a joint surveying team and start scientific demarcation. Border control will also help to stop the criminal activities existing in the present porous border.
We therefore strongly demand for a scientific border demarcation based on the historic documents and facts. We request India to acknowledge the importance of peaceful coexistence.
